Five years have elapsed since the events of the first movie, and Connor is a small-time criminal who was just released from prison. Tragically, Connor teamed up with a drug lord named Garrett in an attempt to save his mother, who was dying. The two men are referred to as Powers, denoting the 4% of people in the made-up city of Lincoln City who possess superpowers.
