Civil War follows a group of semi-embedded journalists who go from New York to Washington, D.C. to do one final interview with the President of the United States before being apprehended by the Western Forces of Texas and California, whose march toward secession is gathering momentum. Civil War takes place in a future America when terms like Democrats and Republicans appear to have lost all significance.
