As the city of New Rome declines, Mayor Franklyn finds it difficult to enlist the support of the populace with his inadequate rescue efforts. As the leader of the Design Authority, Cesar is a brilliant and visionary guy who wants to use a novel material called Megalon to create a utopia for everybody and advance humankind.
