An all-encompassing nightmare opens the movie. While riding his bike on a country road, Terry is knocked down by a police cruiser. They throw around nebulous, unfounded accusations. And when they open his suitcase, they find money. Terry makes it clear that even though he is headed to save his cousin, the money will be kept by the police and he can file a complaint to get it back. However, this will involve a drawn-out process that might put his cousin in danger as he is a key witness in a gangland murder case and is currently en route to state prison. After that, he finds himself caught up in a convoluted system and dealing with prejudiced local law enforcement as well as a society that accepts people in positions of power.
